How to get PermissionsEx back?

I removed permissionsEx.jar because my permissions werent working and I can't get it back. I cannot find it in plugins. Does it come bundled with EssentialsX? Because I tried reinstalling that.

thats weird though because i had it and i dont have vault installed.

I did and it didn't work for me weirdly enough it's now back in the plugins search. It must have just bugged out.
