for some reason, when I try to make a chest shop with lapis lazuli, it doesnt work, and when I try to do /iteminfo on it, I get:
Please help! I'm using EssentialsX and chestshop.
chestshop cant sell lapis lazuli

Make sure that you have all dependencies installed of chestshop, also make sure that you use the correct version according to your server version.
If the error persists I would recommend you try to get support on the plugins official page (dev.bukkit.org)
I assume you'll have more luck there.

Then you probably have to play without chestshop.
There were huge changes in the spigot/bukkit API in 1.13 which makes many old plugins not working with 1.13
