Can't add plugin to server

Hey, Im trying to add a plugin to my spigot 1.14.2 server but it wont add it. Nothing new appears in the files folder. I already added other plugins a few days ago and it worked. I am trying to add the newest Version of Jobs Reborn.

I tried: -Adding it while the server is open and then restarting.

-Adding it while the server is closed and then starting.

The plugin is in aternos 2 times and I tried both
One I tried: Version 4.13.0
