I added plugins, after start It worked but when i restarted the server It no longer works even after 10 restarts. It was plugman, craftheads. I have spigot 1.8.

Your server is running on vanilla, you can not even install plugins on your server...

Also share the server log using the share button on the log page after you've restarted the server.
Also I see that both plugins you referred above have auto-updated features, try to disable them.
