I Download Plugin Called Citizen At My Server Already, I Op Already And I need To Ask Why /npc help or Command From Citizen Dont Work And Wehn I Type /pl or /plugin The Citizens Plugin Is Red Please Help?

Have you install a plugin software like bukkit or spigot?
