Resource Pack not downloading/applying? (SOLVED)

Me and my friends are playing on my server and I decided to upload a resource pack that tweaks small changes in vanilla Minecraft like sounds and stuff. The version we're on is 1.14.4 and I've followed the steps correctly and even the resource pack confirmation popped up when I joined but we've been waiting for 2hrs and it still isn't applied. We all clicked the yes confirmation when it asked us to download the server's resource pack but for some reason it's taking too long. The resource pack is less than 2mb, any ideas?

Yep it does work when i use it manually one of my friends tried it out manually too and it worked for him

well i somehow(?) fixed it i just downloaded the resource pack again and uploaded it again to dropbox and did the same steps as before but it still took a while to download (like 30mins) for a 2mb resource pack
