I downloaded bPermissions, and cannot open the JAR file it gave me after downloading in the "Files" Section. Is there anyway of fixing this?

Why would you want to open the jar?

.jar files are not meant to be accessed or edited.
I think what you expect is the configuration folder of that plugin which will be genereated when you start the server with the plugin for the first time.
If this does not work check the server log to find out why that plugin crashes on startup.
