Why can't we have our own plugins?

I am a plugin dev for a smp server, that is soon to release an rpg server called "Two Kingdoms". The owner and I need a seperate hosting service that is free to test plugins, and I thought this one was great until I realized I couldn't add my own plugins to my server. We're planning to switch to another server hosting service that might be a little more useful.
