So my problem is very simple: perworldplugins doesn't work. No errors, no nothing. Does show up when I do /plugins. Any other plugins that can have plugins per world?

What server version do you use?

The last update for Perworldplugins is several years old.
It might just be not compatible with 1.14.4

depending on what plugins you use you could just set the permissions per world

But do you know anything that could replace it?
Only the plugin's delevoper can update the plugin, though you can find an alternative way by searching google.
