Mobs dont spawn

    Hello so I barely get mob spawns in my server ( max 10) yes they do spawn but not in the rates that they should. I dont use any pluggins its completely vanilla 1.8. My monsters are enabled, my difficulty is set to hard my render distance is high enough (10) and they still dont spawn either in the overworld either in the nether. Whats the problem? Thanks
