can there be also a 1.7.10 server not just 1.7.9 (it does work with 1.7.10 but is more buggy) and bukkit for 1.7.10 too maybe?

No, because 1.7.9 and 1.7.10 almost have no differences. You can play on 1.7.10 and join 1.7.9 servers, too.

I know that but there are some fixes though between those versions that keep people from randomly being kicked

Well, we can't install 1.7.10 anyways now, because it's outdated and 1.8.3 is the newest version available.
