Citizens now needs to be paid to use in Minecraft newest versions. You can use Citizens 2.0.24 in Minecraft Bukkit/Spigot 1.12.2 and older, but not newest versions. (i tested this)
PS: I suggest you to use Spigot/Bukkit 1.8 and install the ViaVersion plugin. So you can have the 1.8 pvp system, and at the same time you can play on newest official releases (you can install citizens too)

Citizen plugin in Bukkit only support 1.13.2 and below. However we can't add Spigot one because it's a paid plugin

My server is in Spigot/Bukkit 1.13.2 but Citizens is not working. But in 1.12 (which i tested in my PC server) it worked properly.
