It support 1.8.1 and below, so that is not possible yet
For the NPC plugin, if you use 1.16.1 then there's no plugin that supports it (at least in Aternos)

For support with a specific plugin/mod/modpack, check the authors page. It will probably list some resources on a wiki, faq, help, discord or something.

Use LuckPerms plugin. Make sure you look at the permissions from other plugins to help you
