So I know that Aternos does not allow users to use commands to keep a server up and running 24/7 even if there is nobody online, but is it possible (and allowed) to have it where my server starts up at certain times, say 7:00am, 12:00pm, and 4:30am every day?

Possible and allowed yes, there's no problem if you have something like a break time where you want to start your server, you can just not do it automatically, as it would be very exploitable.
