Too many mobs in server.

in my paper 1.15.2 server, there are just way too many mobs in the Survival world. I tried the killall mobs command of essentials, but they spawn in less than a second. And just like that, the normal players get it very difficult to survive outside. The difficulty is set to easy and I assured it.

There are like 10-30 mobs in the loaded chunks around the player. Harder than pvp. Is there any way to control this ?

And what does it do ?
