No one on my server other than operators can use commands. Even things like /kit and /w are blocked. Any help? I'm very new to servers and editing things like the config files so I'm very lost

i added something called groupmanager and it seems to be working for some things, is LuckPerms better?

You can test it, but LuckPerms has a webeditor so i find it easier
