So basically i try to install the KeepChunks plugin version 1.5.13 as that's the author's suggested version for Minecraft 1.12.2, but when the install button is done and shows the checkmark, I go to plugins and it's not there, and I load up the server and it seems like it never installed

That version doesn't install for me either, however (i only tried the newest in addition) the newest installed just fine

The creator removed all other versions than 1.6.7 (https://www.spigotmc.org/resources/keepchunks.23307/history) but spiget didn't update it...

You can't install that version as it does not exist anymore.
It should hopefully vanish on our site too within the next hours

If you mean by chunkloader simply a plugin that preloads the world for less lag, Plugins/Mods | Aternos | Free Minecraft Server would do the trick i guess
