Ok, I know that Aternos staffs had talked about this, mostly for security reasons. But, if they can get the original plugin then compare it's code to the uploaded plugin (of course users have to submit the plugin's name) so the custom plugin would be perfectly safe for the server?

How does that even help? Also, they don't have time to check for suspicious code either.

People will have to prove that their plugin is legit (not hacking aternos) so the staffs may have a bot to compare the source code of the plugin to the original one

I don't really get the point of this

(sorry i forgot to mention this at the beginning) I'm not talking about free plugin on spigot or custom-made plugins. I am talking about Premium plugins. This will ensure that the authors of that plugin will still be paid by who wants to use that premium plugin the user will also allowed to use that in Aternos.
P/s: And also, the staffs would not allow suggesting paid plugins in their plugins system, so as I said, the staffs or someone else may purchase one copy of that plugin to get the original one to compare to the uploaded premium plugins

They simply cannot allow you to have premium plugins on a free server, not just security reasons.

There are a lot of popular premium plugins and they have a lot of versions.
We would need to keep track of all these versions and to do that we would need to have access to them.
This means that we would need to buy them or contact the author to send us every version, every time they release a new one. This wouldn't be easy to automate and a lot of authors might not want to do that. -
