Quick Question about Plugins and Mods

Dear Aternos Team,
I have a question about mods and plugins, and the limit. I am not Positive that this is the right location for this question on th forums, but it seemed time the best fit.
Here is the question:

If users are allowed to install a gigantic modpack with over 100 mods, and probably over 100 Megabytes, then why are users Only allowed 15 plugins, which are NOT that big in size(Compared to mods, which can be gigantic in size)?

I am not asking fo the limit to be raised at all, but it was just something that crossed my mind.

Is it because not as many users use mods? I still think that more space is taken up by mods then by plugins just because of the sheer size of modpacks.
