ok so when i install plugin i go on the console of the plugin for make the change i want and when i start my server all my change are not there and i click on the save button but nothing happen

yes they are but when i start my world everything come back like it was -
Then the changes you made are invalid and the plugin resets the configuration file.
Check the log, maybe the plugin logs information that tells you what you did wrong.
