I wanted to do some fun stuff with my friends and i need a Spigot first release 1.16.4 is that posible in some ways?

So u can use spigot 1.16.4 but spigot updates his software to make dupes or other stuff not possible and i would like that on my server so im asking if its possible to get the biggining spigot 1.16.4
