Add A Plugin About Clicks Per Second 1.16.5 | Java Edition

I wanted to ask, can you make a plugin for Minecraft 1.16.5 about clicks per second. It would be cool if you do!

Um I need a plugin that actually detects players that hits 30 clicks per second and ban the player.

I also need a command to allow a person to have unlimited click per second.
