have you decided yet on if you will allow custom modpacks/mods to be uploaded to a server yet? I think that it would be a really cool feature, even if it might be a little hard to work out how to do

Yeah that would surely be a really good feature

When we add a feature, we want to do it right. This takes time and especially with custom modpacks a huge time.
We have currently many other items on or to do list which are much more important.
