I've recently had a mod request denied for a lack of a server pack. However, I provided a link to server files. Is there a difference between the two?

It's probably the same.
Without knowing which request you refer to I assume it does not fulfill these requirements:
Display MoreServerfiles...
...must be linked on the modpack's website
...must be linked using the provided labels / buttons / features for server packs on platforms which provide that.
...must not rely custom installers.
...must work out of the box.
...must be clean. (E.g. some modpacks just upload their test-server or something like this with all playerdata etc. - we won't clean it up.) -
It was the about post [Modpack Request] Vault Hunter. It also says there is a server pack so I'm not sure why the modpack was rejected with the reason being that it lacked a server pack.

The server pack is only available for version 1.2, while the current version is 1.3

And the server pack doesn't include and mods, it's just an empty forge server
