Cannot install certain plugin addon

I did some research and learned I cannot drag/drop .jar files into the plugins folder (I understand this is to prevent viruses), but I do not know how to install this plugin addon:

as it is not featured in the plugins list. When I requested to have it added to the list of available plugins, I got a message saying it is not popular enough.

This is an addon of the spigot plugin UberItems(which is available in the plugins list):

Is there a way to request this addon be added to the list of spigot plugins? Thank you.

Sry ik about timezones, just that usually the biggest difference is ~15 hours(i think), and you responded 10 hours after message

Maybe I should clarify - I see that the plugin is not popular enough, so what are the requirements for it?
