The server is up and running an there is no errors but when I execute the Citizens command (NPC2) it says an internal error occurred and the log says the plugin Citizens could not execute the command NPC2. Why won't it work

Which software and version is your server running on?

I tried 1.17.1 1.17 and 1.16.5

Newer versions of Citizens that are required to use it on newer Minecraft versions are paid and therefore not available on Aternos.

why is aternos giving me compatible versions with my server

Plugins are not filtered. You'll see all versions as we can't check whether they are compatible or not.
Plugins are not like mods.
