Do you mean datapacks? If so, you are able to do that by going to your server world folder and then the datapack folder, and you should be able to add datapacks from there.

datapacks ≠ addon packs
datapacks is a Java Edition thing
addonpacks is for bedrock edition

lucky blocks addons are loaded from /addons/lucky (or /addons/lucky_block on older versions)

Supporting addons for that mod is not possible since it doesn't create a unique folder for addons.
