Server protection help

Is there anyway to turn off spawn protection, the reason why Im asking is because I cant find the server properties consel and my friends cant break blocks plus I dont want to opp 8+ people

The spawn protection can't be turned off, but its size is also just 16 blocks, so tell your friends to go away a little so they can build.
