Why does a user need to be opped to play normally?

    Me and my friend ave been playing but i wanted to de op him to test something, when i did he couldnt acces chests and open doors and probably couldnt do anything. how do make my friend a normal member who can still play but has no commands?

    plugins? i have mods, i didnt add any plugins but i can give you my mod list:

    I highly doubt that'll fix his issue considering none of his mods seem to be able to be the cause for this?
