What exactly does it say in the server console log? Are there any error messages related to these plugins?

What if you type /f or /factions? Did you check the server console log for error messages now or not?

Do you also need the Vault plugin for factions? Or only Massive Core?

There is no disadvantage if you just install Vault too.
