Want to update server, but server crashes

    I haven't used this server since 2020, and the version was 1.16.4. I want to update it to the latest version, so I did. I then tried opening the server, and it crashed, saying I need The mod 'collective' is missing the required mod 'Minecraft'. What mod do I download?? It says I have to download the version 1.16.4 for it to work, but I don't want to play the game in the old version.
