What is the address of the server in question?
Install a spawn plugin that offers such functionality.
EssentialsX might already have such functionality.
If the only way to get this mod working is by placing that configuration in the main server directory, then we unfortunately can't support it.
Configuration files on Forge are usually located in the config folder or, if the config is related to a specific world, in the world directory. Placing configuration files for a mod in the main server directory is pretty bad design.
I removed the mod.
Try disabling World option: Optimize then upload it

Share the full server log using the share button on the log page
Remove the mods one by one from your server.
Every time you remove a mod from your server, you need to restart it, then check if the problem still occurs.
If the problem doesn't occur anymore, know that it was probably due to the modification you last removed.
Does the same configuration file work on single player?
What is your ticket id?
Make sure that you have the exactly same mod collection installed on your computer as on the server.
Also the versions of the mods must match.
Can you please try creating this file in the world directory?
At first you should check if the issue persists on Vanilla. If the plugin is gone without plugins, the problem is related to plugins.
If the issue persists on Vanilla, you can try TPing your self far away (multiple thousand blocks away) and set the world spawn there. This will unload chunks around the spawn and around your usual player location. If the situation is gone then, you can assume that the cause is somewhere in these chunks.
Note that you should do those tests while you're alone on your server. Also don't forget to create backups.

Tbh. I don't really get what you actual problem is. You can access the configuration files of plugins on the files page.
Since this forums is dedicated to Aternos you might have more luck getting help related to a plugin on the plugin creators' Discord or sth. like that.
