Okay I'm really kind of out of clues here.
Make a backup and generate a new world, then try again
if that doesn't work, remove your mods one by one (or if its many, like 4 at a time) so you can see which mod, or mods, cause it

You need forge, if i remember right, 1.16.5 then. Or get the mod on the right version for your version of mc

There's a 4 minute timespan in which nothing happens
I could be wrong, but "scubagears" update checker fails, which could cause that. try removing it
