In case you use essentials or any other plugin that adds a secondary /give, /give will use that plugins' version of /give which doesn't support the @-locators

Alternatively, or even before that, you can try to do kill @e[type=item] in console, just basically spam it when the server nears being opened so it gets through

Alternatively, you can also just create a new world, unload that with /mv unload worldname, upload the world to it and click restart, that prevents you from going in the queue again and should work
That is way too huge. Servers only support 50mb texture packs

Try, on your custom server, to delete any world existing and only putting your world in
Is the new custom server set up exactly the same as your previous server?
Does it work if you try to load the map in singleplayer?
Is your server cracked?

It's in spigot.yml, though you can't access that. I am pretty certain paper.yml doesn't have it, so you'd be best off looking for a plugin that does that
