No. It just takes too long to start. I wonder if you even looked at the log?

The server starts too long. That's all.
It can happen with large modpacks, at that point you can just wait a few minutes and try again, chances are it will start then. If it doesn't work repeatedly and on multiple days, you should consider switching modpacks

You can only play on bedrock servers with bedrock, and pocketmine

Maybe if you present us with the ups and downs, why we should add it and what it offers on top of the softwares we already have
