What plugins are you using?

do you play vanilla and if yes which version?

Make sure all your plugins are configured correctly. Especially permission managing plugins and chat plugins if you have got some.

It could be every plugin. Check the server console log for more detailed error information.

I opened the server console and literally instantly saw an error message. How about you fix all these error messages first? And then care for other problems?

You have to understand what these error messages say. And then eliminate the source of the error. Just watch through this log for some time and you will understand some error messages.
