I used my DynamicIP, the normal IP, used the right version and started and stopped the server and I still can't connect. It says: java.net.ConnectException: Connection refused: no further information;
EDIT: I found the problem!

What Error did you get in console log? Can you share some Error? Did you try to stop your server then start it again?
