Issue with server startup

I've had an issue with setting up a server with a handful of modpacks, those being Gates, Mianite Reborn, and The 1.7.10 pack. I've been able to successfully set up a gates server, but after relaunching the server 3 times, and the other modpacks ive spend 1+ hr on each trying to launch, unsuccessfully. What happens is after the queue, the server status states the server is going up. After around 5-10 minutes of waiting for the server to set up, the server status goes offline, giving no chance to join the server and throwing me back into the 20-30+ minute wait for a different server, only for the same thing to happen. Any tips to solve this issue? Anything would be appreciated!
