I have no idea why but my server keeps crashing
Singleplayer with the same mods works fine
Fabric server crashes every time I try to start it

Better end and/or better nether are causing the crash. 1.19.3 version of these mods don't seem to be stable and the mod author recommends staying on 1.19.2 till 1.19.3 gets stable. In your case you should just remove better end and better nether for now.
