Plugins won't read

    I installed spigot 1.12 for the server, I went across making sure i only got spigot 1.12 plugins and i got any other plugins that the other plugins required, i check up in my files, nothing is there, nothing at all i refresh it still nothing there, i try making the little text file when u type a word or letter or sentence and u click the plus sign, nothing there still refresh it once again still nothing there, log out and back in STILL NOTHING THERE!
    Like come on, no plugins what so ever will show up and its really annoying:(:|X(||X/?(:rolleyes::cursing::thumbdown::sleeping::?::!:
