Plugins doesn't get readed !!

So i tried using some good plugins like Custom Scoreboard plugin for bukkit and PermissionEx and more plugins but the problem they don't get readed even if they are on the same version of my server !!! please i need help

Is bukkit or spigot installed on your server?

Did you already check the console / log?
