I found a way to fix this problem by changing you're software 1 to 3 times and the server should stop and you'll be able to start it.

Starting Problems are caused by mod incompatibility most time.
yeah, it had said that i should download this other plugin as what i had wasnt meant to be run w/o it, but it seems to be crashing for some other reason now. this is whats coming up before it crashes.
did you try to start your server with 1.13 and switchted back to 1.12.2?
You can not switch back to 1.12.2 after starting your server once with 1.13
