server won't work help please

I'm trying to make a server for the 1.7.10 modpack, but first of all whenever I start it, it stays on the "starting" screen for awhile which usually doesn't happen with other modpacks. When it says the server is online and I try to join on my actual game, it says it's offline or it says the server is still starting even though it says it's online on the aternos page. The two times I actually got into the server it timed me out in about 1 or 2 minutes and the server stopped without a countdown. I've tried reinstalling the modpack and making a new world, yet it still doesn't work. Please help.
