well then, i would like to share this :

1.13+ is still pretty new and has a completely new world format to enable the new water changes. Unfortunately, this new world format isn't really optimized yet and causes lots of performance problems. We've already increased the resources (RAM + CPU) for 1.13 servers, but there are still performance problems that cannot be solved with more resources. We highly recommend keeping playing on 1.12.2 until a better version gets released with performance fixes. However, switching back from 1.13 to 1.12.2 may cause problems, you might have to generate a new world. Please make sure that you have backups of your world if you switch back.

Switch to 1.13.2 spigot

And install clearlag and save death drops

And lagremover

And run the server once with force upgrade enabled on worlds

It will be better that is the solution i found with 1.13 versions

Smasher.. This doesnt always help as 1.13.2 users also seem to have this problem

duh but it is better than server crash

It will still lagging some

But better than before its help 1.13 users and im from this users because i have some servera and one of it is 1.13.2

1.13 in general is quite laggy

If you're willing to sacrifice quantity for quality, use 1.12.x Spigot.
