I want to my friends can break a blocks in my server, but i don't want to give OP for them. (they are tried to break a blocks far a way of the spawn but they can't)

Did you already try to set spawn protection to 0 on the options page.

spawn protection was 0 and i am set to some higher number , then 0 and now work good
i think its glitch or something other , now they can play without me cuz they cant follow rules

Looks like setting spawn protection to 0 makes the spawn protection to be infinite.

I just checked the minecraft wiki, according to the information there setting the spawn protection to 0 should only protect the single spawn block and not the complete world.
Which server software do you use?

Maybe this server software handles the spawn protection different than minecraft vanilla.
