Blocked IP? Friend Unable to Connect

    So I got a friend who can't connect, others can, he set up his own server to test, he can't connect to that, he's in the Netherlands, I can provide the ip if needed, but if it's a known thing then there is no need.


    What steps should we take? I can't use /pardon-ip as that is for the server itself, it's like the whole ip is blocked, as it doesn't show him the server being online.


    Can anybody help?

    Try to use the secondary dynip as shown in this video when connecting(this WILL change each time)
