High ping latency on Vanilla Server without mods.

I created a vanilla server in Asia/Manila since it's the closest server to my location but unfortunately I still have a high ping latency of 255ms - 300ms on the server. I reduced the player slots to 7 and reduced the render chunk to 5 in the Minecraft option as to test if it makes any difference but nothing. I'm currently running the Minecraft version 1.14.3.
