How can I let other people give other people access to start up the server?

So basically, I have this server that I made for a streamer I watch. We've been playing it for a while, but we need to give other people access to start up the server for off-stream access to viewers. Since I'm not on sometimes, the streamer wants to be able to do this himself. I don't know how to let him do this however, is this possible at all? If so, how do I do it? Thanks for any help you can give.
