Can't get onto server

Everyone else on my server's whitelist can get onto it; however I receive the following message;

io.netty.channel.AbstractChannel$AnnotatedConnectException: Connection timed out: no further information
I don't know what's going on with the server, I regenerated the world.

Also, I have 1 plugin (Last one on the first page when you search "combat") and my firewall is turned off (when it's set to "on" it allows both Java files that show up through.) I run Windows 7, if that's relevant.
