Error Message Appears After Attempting To Use A Command

When I type any command in I get the message "You do not have access to that command." even though I am opped

I did find out commands work when I have Cracked on but I think that's something I'd like to keep turned off (I only understand a small portion about what Cracked does)

I'm using spigot/bukkit 1.12.2
